Not many tools are made in the USA, and it's stupid to even ask "Is it made in the USA?" to quote: "Dremel is a popular brand of rotary tools that are widely available in the United States. However, many people do not know that the brand is made in China. The majority of the tools are made in China, but the company also manufactures some tools in the United States. Dremel has been making rotary tools in China for over 30 years and it is one of the biggest manufacturers of rotary tools in the world."

Q: Can it carve in epoxy resin?

Looking at the list of included items and seeing there's a resin cutting disk, I'd have to say yes.
