I really don't know but you could try YouTube with your question. That is actually where I found the fix for my 2011 HHR. I found a good video on replacing mine. . Mine was pretty easy but on a better I don't have any idea! I hope it is a simple fix like mine. Good luck!

Q: Will this work on dodge neon 2000?

I'm guessing it'll work on most 12 volt accessory outlets, since they all look the same. Just a guess.
