Q: should the light i am trying to program be in the on or off position?

The light should be on when you plug in the timer.

Q: When the red light is lit is the battery charging? Mine does not go off.

I think the red light comes one when power is flowing to what you have plugged in.

Q: Can this be program to cycle on a monthly basis? e.g. every month on the first of the month. Or every four weeks?

I do not think so, since it is a weekly timer
