Q: Can it be wired to not light up and draw electricity? I don't want the light.

absolutely YES,it is a simple switch for the positive lead. If you want the light to come on when the switch is closed you will have to run a negitive wire to the switch

Q: Do i need to use the negative wire ? i have an electric fuel pump that has already a ground to it. can i just avoid using this one ?

Yes.. just splice it between the positive wires.

Q: Does this include the relay for switching higher current devices?

Simple switch, so no relay is include. However, there is no reason you couldn't include a relay your wiring. I wired mine to drive RIGID LED light bars through a relay.
