Yes it is. First you need the Hub Mini to connect with WiFi, a SwitchBot Temperature/Humidity Meter Plus and your SwitchBot Bot. You can use the Scene function in the SwitchBot App.

Q: Can this temperature sensor trigger to turn on Alexa to enable both temperature and humidity?

You must to buy a SwitchBot Hub to make SwitchBot Meter Plus connect with Alexa. But Alexa only shows the temperature which depends on Alexa's rules, not Switchbot's or other brands' business.

Q: Is it lthe bluetooth connection stable with my phone between floors of my house?

Of course. Bluetooth range: 394 feet line of sight under ideal conditions with no obstructions. Because of the way radio signals work, obstructions or interference can reduce the effective range substantially.
