Are the mounting holes spaced to be screwed into 16-inch on center wall studs?

No - they are spaced 17" apart on center, or close to it. I contacted Startech and they agreed, stating "the distance from mounting hole to mounting hole is 429mm or 16.8898 inches".They plan to update their website, but of course, that does not address the core issue - that they SHOULD be spaced 16" apart on center, at least for mounting in the US.

can i use it with a Dell PowerEdge 2950 Server

Servers are normally pretty deep. It may be possible to build a small enough server with the right parts. You can even get extension brackets to mount something like 4" further out from the normal mounting spot if you need just a bit more space. So while Network racks have a standard 19" Width, the Depth is something you need to always consider when buying a Rack and what things you want to put into it. Generally, you may need enough room on the back side. For Example, you may buy a UPS for Your Rack. It has a 12" Depth, and the UPS has an 11-3/4" Depth. you go, Hey that'll fit, it's just a bit smaller and so I can bolt it in. You are right, you can bolt it in and it would fit. One problem, all the outlets are in the BACK of it. How the hell are you going to plug any power cables into the back of the UPS? You can't!!! You have to think about these things.

What are you folks using to support a 1u ups at the bottom? i removed the "bar" from the top and wedged it under the ups so that works for now...

Please be cautious when mounting a single, heavy device (like a UPS) in our WALLMOUNT8 cabinet. It's designed for shallow rack-mount equipment (up to 12 in. deep) like patch panels, KVM switches and network switches. The maximum supported weight is 80.2 lb (36.3 kg). Is there a hole liner to reduce cable chafe at two rear inlets? i will need to lead 24 cat 6a fairly stiff shielded cables into unit? suggestions?

I just did a search for "grommet edging strip" and Amazon has many options. One of them should fit your needs perfectly.
