HI. Yes, as long as it is grounded, which it will be if you are plugging into an outside outlet. That is my setup and it has worked for several winters now.

Q: Can I buy just the top piece? And if so where?

Yes, contact the manufacturer. Google it.

Q: I just got my electric chicken water I was wondering I want to use it in the summer months do I leave the cord on it or does the cord come off?

The cord stays on. This has not been a problem as I use it year round, just not plugged in in the warmer temperatures.

Q: We live where temperatures can often be below zero. Is there a point at which the heater is unable to keep the water from freezing ?

I believe at -5 degrees it will start freezing.
