Q: Is this Z-wave of ZigBee?

Neither. It is Lutron's proprietary Clear Connect RF Technology system.

Q: Can I use one remote to control two dimmers independently, that is turn one light on while leaving the other off?

If the PJ2-3BRL-GWH-L01 is programmed to two different dimmers, it will control them both simultaneously. This device can not be used to control two different dimmers independently, two different remotes would need to be used.

Q: I don’t think this has been answered yet but can you make this a 4 way by using 1 Caseta switch wired to the light and 2 remotes?

Q: Did someone tried it with a belkin switch?

This device uses a patented RF technology called Clear Connect that is not compatible with Belkin switches.
