Q: Does anyone know where i can find the data sheet for the leds? forward voltage and max current?

So I went to gikfun's website and the ir sensor is the VS1838B. You can use VS1838B to search for the data sheet.

Q: Does anybody know what resistor to use with this ir led and arduino?

I have tested the receiver without a resistor and it works fine.

Q: Is the ir receiver tuned to 38 khz or it is just an ir sensor?

Its a 38 khz. Designed to output a low when a 600 uS band of 38khz pulses is received. Normally there is a 900uS dead band between pulse bands. Data is sent by missing and populated bands of pulses.

Q: could this be used for a garage door stop? It says 15m is that true even in broad daylight?

I have not tested it at this distance but i would expect it would work for a normal garage door width, which is much less than 15m.
