No. This is meant as a guide to identify hues and chroma for painters. It does not include PMS, HEX or RGB values since those are meant for print and not painting.

No, only the base color (Hue/Tint) is shown on each card. This guide is meant to help a painter identify chroma values, not intended for print color proofing.

Is it base on water or oil?

As a a color theory tool it is really for any medium. I would say that in practice it is for opaque mixtures in oil, acrylic, gouache. I usually recommend this for oil painting students.
