Will it work under water? Probably not but for normal use on a vehicle it should be water resistant enough. I have them mounted on the fenders of my tractor.

Q: any idea if this works with a 5v ebike led headlight/tailight with a 1 amp rating? I need them both to flash

Connect it first to a solid state relay (SSR) then connect relay output to your headlight, make sure the relay can handle enough output current to operate your headlight.
